What you need to do is get some of all four types of minions (10 of each and I think an extra 10 Greens is what I used)...then stand in the middle of the road that lets you see the gate/ minion spawn points. Select one color minion, then move them to one of the crossroads (there are 4), and place a guard marker there (press Y). Go to whichever has the extra ten, hold B to highlight that guard marker, then pull ten off it (leaving only ten there), and put those ten just past the last crossroad (on the opposite end of the road from the gate/ minion spawn). Now go chase ***el...she will jump across the street on the roofs a time or two, but will then end up in the middle of your minions, and all you have to do is chase her towards the gate and the cutscene will pop.
